The Cyborg Penguins, who are based in smog-filled Los Angeles, California, must constantly safeguard the first half of the mysterious Crystal Stone weapon from falling into the dangerous claws of a resurging Slyme Lord and his S.L.I.M.E organization — who by the way possess the second half of the powerful star destroyer weapon.

Also, a shadowy secretive government agency known as the A.D.A (Alien Detection Agency) is after the Cyborg Penguins and hopes to also lay their greasy paws on the first half of the mysterious weapon.

Slyme Lord also has Los Angeles’ largest gang and crime bosses eating out of his scaly hands in hopes of totally corrupting and controlling the smog filled city. Even the chief of police-who is extremely jealous of our cyborg heroes-is in league with this vile alien criminal. Meanwhile beyond our pretty blue planet, on red planet Mars, LYKOS-an ancient, evil, powerful PSI-LORD who has somehow survived after millions of years is busy plotting an uprising of his own, hoping to have a “class reunion” of sorts with other evil PSI-LORDS who have been scattered around the galaxy. LYKOS’ nemesis is a last surviving benevolent PSI-LORD known as HEN-CHI (pronounced: henchee). HEN-CHI makes it his given duty to bestow Psi-Lord knowledge and powers to the Cyborg Penguins and their teenaged human friend TOPNOTCH. As though all this drama were not enough to keep our cyborg penguin heroes busy, they mustn’t forget about the new S.L.I.M.E criminal organization out there beyond our solar system that has “evolved” after 65 million years and managed to keep themselves busy by wreaking havoc across the civilized galaxy. The current leaders of this powerful intergalactic crime syndicate have not forgotten about the legendary Crystal Stone weapon and its’ possible location: a pretty blue planet that is third from its’ sun somewhere on the outskirts of the Milky Way galaxy-EARTH!
